PSTN Call Transfer - Microsoft Teams Phone with Calling Plan

We have been experiencing issues with call transferring. We have identified that when transferring a call from user A to user B and then user A attempts to retrieve the call it is not possible. This appears to be limited to a specific user at this time. We have tested on Audiocodes C470HD and found that the user is unable retrieve a call that has attempted to be transferred regardless of the deskphone.

    Can you try in MS Teams web app?
    Is your organization using Direct Routing?

        We are still seeing the delay in when an inbound call is received. It has not been solved.

    Is the functionality working seamlessly on the Microsoft Teams Desktop Application?
    Are the transfers working with other users or all the users are impacted?
    Can you also check if you are allowing the Call Forwarding options in the Calling Policies to the internal users?

      Are the transfers working with other users or all the users are impacted? All users are impacted.
      Can you also check if you are allowing the Call Forwarding options in the Calling Policies to the internal users? Call forwarding is enabled.

        Interestingly Microsoft have released a Teams App update which states it has improved reliability on call transfer when using consult. https://support.microsoft.com/en-us/office/what-s-new-in-microsoft-teams-devices-eabf4d81-acdd-4b23-afa1-9ee47bb7c5e2
