1. Can we talk with Skype through Microsoft Team

2. Can we talk with Skype for business through Microsoft Team
Yes - external access is enabled by default. See https://docs.microsoft.com/en-us/microsoftteams/manage-external-access
3. Can we restrict a member to Leave a Team
Yes, but only for 'org-wide' Teams, whose membership is dynamic. For normal Teams, a member can leave.

Yes settings are in place but still unable to communicate from teams to skype and team to skype for business
- when you try, what error message do you see?
- and if you click 'search <email address> externally' - then what do you see?
