Maturity Matrix for Teams

Hi all

I have been tasked with creating a Microsoft Teams maturity matrix. The aim is to indicate the level of control our organisation might have over Teams at the beginning of the rollout and then what we should be aiming toward over time with regard to best practice.

For example, at the beginning we might only allow administrators to create teams. But Best practice might say that ultimately we should have it open for anybody to create teams but have some controls or guidelines in place to reduce administrative burden.

Has anybody created a matrix like this before? If not, would you mind sharing the stages of control you went through to get from implementing the app to the best practice stage you are at now?

(We are not going to be using Sharepoint)
