Inbound Teams Call Put Current Non-Teams Call on Hold

When I'm on a non-Teams phone call on my iPhone and I receive a Teams call, my current phone call is put on hold, even though I haven't answered the incoming Teams call. This make the other party on the phone call think the call was dropped and they hang up.

Is this a bug or is there a settings change that I can make to prevent incoming Teams calls from automatically putting current phone calls on hold?
