How to revert "Automatically Hiding Inactive Channels" (globally) ?

Afaik there is no way to manage this centrally. As for "reverting" the change, you can force a channel to be shown by toggling the corresponding checkbox under the Team's settings, though there is a limit of 10 IIRC.
