I was looking and all I found were similar questions from as far back as 2019, so assuming no solution has been made, yet? Is any way to get a Form to read/populate dynamic choices for a question...
Microsoft Forms has never been able to - and still can't - dynamically access data from an external source. I don't see that changing any time soon. So the only alternative is to build a form with Power Apps connected to your SharePoint list.
