Copilot for Microsoft 365 is not working on Terminalserver RDS

Hi,

i´m trying to install/configure Copilot for MS365 on an Terminalserver. All Requierements from MS Docs are ok, on Clients it´s works fine.

I already checked Policies, Configuration also do a re-install the Apps for Business with deployment tool.

Wehn i create a brand new User Account with assigned License it´s works fine, but Copilot is not visible for „old“ Users on the Terminalserver in Business Apps like Word, Outlook...

Anyone have ideas about that Topic?

Terminalserver: On-Prem Windows Server 2019 Std (On-Prem Domain, no Azure Sync for now)

Azure User License: MS365 Business Premium, Copilot for MS365

Best Regards

Nils

Btw.: Copilot is visible in MS Teams for all Users

Copilot for M365 requires user-based licensing with shared computer activation (SCA) on RDS/Terminal Servers. Ensure affected users have SCA properly configured and are signing in with eligible Copilot-licensed accounts. A fresh user working fine suggests cached profile or activation issues—try re-profiling an affected user. We have also seen this problem, we had a device configured for shared computer activation and Copilot did not work. As soon as we disabled shared computer activation, it did work. This was just a Win11 laptop.

Lundh1Nils_ReI wanted to add to the conversation (somewhat belatedly here) .  I have this working on our Windows Server 2019 based Citrix 2402 CU5 VDA Session Host.  You will need to be on either the Current Channel, or for us preferred Monthly Enterprise.  Confirm this is working in place with SCA (Shared Computer Activation).  Our default build standard, is Semi Annual Enterprise and does not work with this.  Neither does it work with Semi Annual Preview Enterprise Channel.

Although there are a number of documents stated by Microsoft that Monthly Enterprise is required: https://learn.microsoft.com/en-us/microsoft-365-apps/updates/change-channel-for-copilot

But it isn't helpful when the release notes for Semi Annual Preview make direct reference to fixes being made to work with Co-Piliot: https://learn.microsoft.com/en-us/officeupdates/semi-annual-enterprise-channel-preview#:~:text=We%20fixed%20an%20issue%20that%20caused%20users%20to%20be,disappear%20for%20users%20on%20the%20Semi%20Annual%20Enterprise%20Channel.

Copilot doesn’t work on RDS since the copilot licensing is user based so the device based licensing does not work for sure!

We aren't using device-based licensing on our RDS, we are using user-based licensing with "shared computer activation"

      This is not correct.

RDS does not automatically equal device-based Office license.

      Device based.

      https://learn.microsoft.com/en-us/microsoft-365-apps/licensing-activation/device-based-licensing

      Shared Activation.

      https://learn.microsoft.com/en-us/microsoft-365-apps/licensing-activation/overview-shared-computer-activation

RDS\Citrix requires shared activation.  Microsoft 365 apps with shared computer activation is user-based licensing.

Here is a reddit for more understanding.

I needed to go to for example excel and open the account settings and press update license.

Marcus0000, I could not find the setting you referred to. When I go to the account under Excel, I do not see any option to update the license. Any more clarification you can provide would be great. Thank you.

    Hi Nils.

Was this solved at your TS 2019? We've got the same issue here.
    Cheers

ArieVanB Looks like Copilot does not work with the shared computer licensing that is required for RDS.

      From Microsoft:

Copilot‎ is not available on shared devices where a device-based license for ‎Microsoft 365 Apps‎ is used rather than a user-based license.

Hope they will remove the restriction although it might not be possible from global setup standpoint.

Nils_Re Seemingly same issue here. Works fine locally, but same Office version on our RDS does not seem to automatically add the Co-Pilot feature even with the license attached.
