Copilot for M365 requires user-based licensing with shared computer activation (SCA) on RDS/Terminal Servers. Ensure affected users have SCA properly configured and are signing in with eligible Copilot-licensed accounts. A fresh user working fine suggests cached profile or activation issues—try re-profiling an affected user.
