Lundh1Nils_ReI wanted to add to the conversation (somewhat belatedly here) .  I have this working on our Windows Server 2019 based Citrix 2402 CU5 VDA Session Host.  You will need to be on either the Current Channel, or for us preferred Monthly Enterprise.  Confirm this is working in place with SCA (Shared Computer Activation).  Our default build standard, is Semi Annual Enterprise and does not work with this.  Neither does it work with Semi Annual Preview Enterprise Channel.  

Although there are a number of documents stated by Microsoft that Monthly Enterprise is required: https://learn.microsoft.com/en-us/microsoft-365-apps/updates/change-channel-for-copilot

But it isn't helpful when the release notes for Semi Annual Preview make direct reference to fixes being made to work with Co-Piliot: https://learn.microsoft.com/en-us/officeupdates/semi-annual-enterprise-channel-preview#:~:text=We%20fixed%20an%20issue%20that%20caused%20users%20to%20be,disappear%20for%20users%20on%20the%20Semi%20Annual%20Enterprise%20Channel.
