The effective solution we discovered is to execute dsregcmd.exe /leave and then have the user login with their UPN instead of the SAMaccountName, which is our usual practice in the organisation.

Probably a bit late to the table here, but I just had this exact same issue today and in my case the rootcause was that I had to look into Intune - Devices - Conditional Access.
In your policies overview, check the policies that are "ON" and verify that none of these are causing your issue.
In my case I was playing around with Conditional Access Policies, only to find out I somewhat locked myself out and forgetting how I caused this issue.
So, go to intune and verify your conditional access policies!
