Limited the Azure AD Premium P1 Licenses to admins or devs

Hi

One thing that often discussed within the project team is the how we apply  governance across Office 365 and SharePoint on-premises.

At first glance, I thought this could be a problem for us ( see link) .  However, won't need to purchase extra P1 licenses, simply apply only to just admins, developers, governance peeps etc . The rest of the users can remain on Azure AD basic.  Am I missing something?

  • Depend on which particular features you are interested in. Some of those require AAD P1/P2 licenses for *all* users in the directory.

      Hi VasilMichev

Thanks for your reply,  I have had a look at some of the licensing documenation and it is unclear which features I may need to apply "budget busting"  P1 licenses to "all" users. Could you please ellaborate on this.

Also paragraph below is a bit vague given we are about to deploy the hybrid features to various users who won't have P1 or P2 licenses. I think it is referring to to the nice to have features such as 2 way AD sync

Designed to empower organisations with more demanding identity and access management needs, Azure Active Directory Premium edition adds feature-rich enterprise-level identity management capabilities and enables hybrid users to seamlessly access on-premises and cloud capabilities.
