Limited the Azure AD Premium P1 Licenses to admins or devs
Hi VasilMichev
Thanks for your reply, I have had a look at some of the licensing documenation and it is unclear which features I may need to apply "budget busting" P1 licenses to "all" users. Could you please ellaborate on this.

Also paragraph below is a bit vague given we are about to deploy the hybrid features to various users who won't have P1 or P2 licenses. I think it is referring to to the nice to have features such as 2 way AD sync
Designed to empower organisations with more demanding identity and access management needs, Azure Active Directory Premium edition adds feature-rich enterprise-level identity management capabilities and enables hybrid users to seamlessly access on-premises and cloud capabilities.
Licensing information per feature can be found in the article you linked in your original post. If you find the wording confusing, perhaps the support article can help: https://support.office.com/en-us/article/learn-about-office-365-groups-b565caa1-5c40-40ef-9915-60fdb2d97fa2#ID0EAACAAA=Features_&_Licensing

Hi VasilMichev
If you are referring to features listed in the first column, I do understand this. As it stands it looks like everyone will need a P1 license which to me is total overkill aka extortion ;-(

Can't say I disagree, but regardless of our attempts to discuss licensing for those features, Microsoft's stance hasn't change.
