    I know it's 1 year too late, but hey, I hope it helps someone else in the future:

    [HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\16.0\Outlook\Options\General]
    "ShowAtMentionSuggestions"=dword:00000000

We no longer have a requirement to implement that but I've tested your answer and it works as desired.
