Approval workflow
No, it's not posible, ODFB is personal and you cannot force the user to create a Flow.
Alternatively, you can disable external sharing in ODfB and only enable it in SharePoint with approval Workflow.
Thanks. I attempted using sharepoint workflow. I am not sure why, but there is no email coming through.
I have amended under library setting -> Versioning settings ->
Require content approval for submitted items? : Y
Create a version each time you edit a file in this document library?Create major and minor (draft) versions
| Who should see draft items in this document library?: Only users who can approve items |
| Require documents to be checked out before they can be edited?: y |
under library setting -> Workflow setting->
Show workflow associations of this type: Documents, This List and Folder
I create a workflow for it to email to myself( owner)

Did you select "Add a workflow"? What kind of workflow did you create? Note that dispossition approval is not the one that you need. If you cannot find Approval workflow available you need to go to Site settings > Site collection features and actÃvate Workflow feature
Or just follow the link on my first reply to create a FLOW
