Microsoft officially retired the Office 365 E3 Developer MSDN license in early 2026, and all remaining tenants are being disabled and scheduled for deletion by September 2026. You are seeing the “Disabled” and “Will be deleted” warnings because the SKU is no longer supported under either the Visual Studio (MSDN) benefits or the Microsoft 365 Developer Program. A short grace period (~90 days) is provided for data recovery and migration.

you can't unless you have a paying MSDN subscription. If you are admin of your tenant you should still be able to login and get a 30-days trial for E3: that will buy you time to build your escape plan.
