How to Change the Brightness of Screen in Windows 11
Step 1: Open the Windows Settings app.
Step 2: When it opens, go to the sidebar and click "System," then "Display."
Step 3: Scroll down to the section titled "Brightness & Color."
Step 4: Use the slider under "Brightness" to adjust the brightness of your built-in display.
Step 5: Close the Settings app when you are done.

If your PC is connected to a monitor, you are not able to adjust brightness on windows. You have to adjust brightness on monitor by using the buttons on the monitor directly(remember to turn off eye protection mode).
If you are using laptop, try using key pad to adjust brightness.

It appears you're referring to a Notebook/Laptop?
On a Windows 11 PC, Action Centre no longer exists and none of the settings you mention (apparently) do either.
To adjust screen brightness on any desktop using a SmartTV simply adjust using the remote.
For using a computer monitor I have absolutely no idea.

When I'm connected up to a monitor the image on the monitor is fine, but the whole point of a laptop is that it shouldn't need to be connected to a monitor.

ammarjaved I have the same problem and it is years after this thread was started. My Windows and devie drivers are up to date, the brightness in the Mobility Center is at 100%, and still my screen is very dim. I am disgusted that no-one has fixed this yet.
