It appears you're referring to a Notebook/Laptop?
On a Windows 11 PC, Action Centre no longer exists and none of the settings you mention (apparently) do either.
To adjust screen brightness on any desktop using a SmartTV simply adjust using the remote.
For using a computer monitor I have absolutely no idea.

Correct, I'm on an HP Laptop.The Action Centre does not have any of the options oceanofgadgets9028 mentioned. When I'm connected up to a monitor the image on the monitor is fine, but the whole point of a laptop is that it shouldn't need to be connected to a monitor.

I don't want to discourage anyone, but there's no option to get the slider back now. Stop wasting your time. Updating Windows or display drivers won't help either. Sorry to say this.
