Sharepoint list- Give read/ visualization to specific user

i have a share point list that have restricted data that i want to limit to the administrator or the referenced user on the list.

the administrator can see all the data on the list's

the referenced user only can see is own data all the other is hidden.

this is possible if the user is the creator, he and the administrator can see data, but i dont know how to allocate that data
