Our Sharepoint 2013 on-premise has 2 app servers and 2 WFE's. We have already created 4 new servers connected with Azure.

We want to replicate all our Sharepoint configuration to the new servers.

Whats the best way to do it?

Any help and articles would be appreciated.

It really depends on how you deployed your farm...the more automated approach you followed, the more easy should be to replicate in Azure. I would recommend you to take a look at SharePoint DSC: https://andikrueger.wordpress.com/2019/01/10/using-desired-state-configuration-dsc-for-saas-office36...
