Blocking folder creation on sharepoint and file explorer

I can disable the creation of folders on the library settings and using powershell. This is fine if users are using sharepoint. 

If the user creates a shortcut from a sharepoint library to their OneDrive (so it shows up on file explorer) they can then create a folder within the document library. 

is there a way to block this function ?
