I have a client with around 30 users.  Their previous support firm put them all under Office 365 E3 licensing.   Is there any reason why they shouldn't be moved to Microsoft 365 Business?   My understanding is that E3 is meant for over 300 seats (which they aren't going to surpass), so are there any specific feature differences that swapping them from Office 365 E3 over to Microsoft 365 Business would change?

@Robert Gordon yeah you are right if the business requirement is limited Office 365 business is far enough. Meanwhile, you can check the major difference between Office 365 plans here- https://medhahosting.com/microsoft-office-365-us-canada/

@Robert Gordon All the Microsoft 365 Business plans have Plan 1 for SPO, EXO and ODfB which means less storage. (e.g. 50GB mailbox instead of 100GB).  You would also lose functionality such as email archiving, in-place hold, eDiscovery and Data Loss Prevention.

No licences for Microsoft Stream

You do gain software such as Microsoft Bookings and MileIQ though.
