Phone System license? Where to find it?

I am looking for how to add the phone system license. I https://www.microsoft.com/en-ca/microsoft-365/business/office-365-enterprise-e1-business-software?activetab=pivot:overviewtab that it is an add-on for the E1 package (I think)? But when I go to the Admin Portal and shop for add-on subscriptions, I can't find it. I just want to see how much it is (or if I can get it free as a non-profit), but the documentation is very confusing.
