Noise and flickering video on all my devices

Since a few weeks ago one of my users is experiencing noise and flickering video on Teams, he is using an Azure Remote Desktop, however, today I've tested with him a call from his laptop using Teams online and Teams app on his phone and we got the same result. 

At the beginning I though about some restrictions in the Wi-Fi Network, but he face this issues in different locations using independent Wi-Fi or using mobile data. 

Has somebody a clue how can I troubleshoot this issue? I'll really appreciate it.

It's probably a video driver. Start with getting the latest updates from the manufacturer.
