Guest access for Teams live event new policy

Hi all,

I recently noticed that Microsoft changed the error message for Teams live event. Anybody know when this changed? It's regarding the text I underlined in blue. The red part was always there but the blue is new (for me).

I can't find documentation on this policy and I was hoping someone could point me in the right direction. Thanks.
