We use Microsoft Teams with the conference bridge (audio) option. Is there a way to TURN OFF the the requirement for the host to enter in their PIN?
For example our inside sales teams sets up meetings with customers and other internal employees. Some times the individual that setup the teams meeting is unable to make the meeting - we just want all callers in the meeting to be able to talk and hear each other with out the meeting host attending. (otherwise everyone is on hold until the host shows up and enters host pin)

No, you can't turn it off. It is used to authenticate the organiser of the meeting, so it should be some kind of password and since they are dialling in it have to be a pin code they are authenticating with.
But since you have other from the same organisation joining the meeting they should be able to start the meeting. Make sure that the meeting option is set to allow "People in my organisation" to bypass the lobby.
