Cannot Call Teams Number

We assigned a number to a teams user, that user can call out but when calling it from an external number it will go to voicemail.

@Trevor_Howard  I had this same issue recently and was able to resolve it by going into the Teams Admin Portal, and changing the user(s) Coexistence mode to "Teams Only"
