You could try to add a powershell script which adds the 32-Bit DWORD value IncognitoModeAvailability
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Google\Chrome
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Google\Chrome
