Emails released from Quarantine not delivering to Inbox

Why are emails released from quarantine not being delivered to my Inbox??

I have done this before and they were delivered.

(Using 365 business essentials account)

Today we have same issue.
Two recipients has received email from quarantine and one user did not.
Maybe this is known isseu?

To my experience, it take ONE day for the message release back to Inbox

One Day is Unacceptable!

I'm going on at least 5 Days.

Messages I have released in the past were delivered in a couple minutes.
