license removal
I have a few users that have a P1 license and a Business Standard License. If I remove the P1 license and leave the Business Standard license, thier mailbox disappears in the Exchange admin center. The user is unable to send and receive mail. I have waited for days and the mailbox does not come back. If I add the P1 license back to the user, the mailbox reappears and works properly.
How can iI remove the P1 license without having this issue?
- Is this an Azure AD P1 license or? It shouldn't affect Exchange functionality, but it will not be the first time Microsoft has messed up things with license removal. Have you tried removing the license via PowerShell or the Azure AD blade?

This is an Exchange Online Plan 1 license. I will try to remove with Powershell and post an update.
- vmjb82Copper ContributorThe P1 license for Exchange Online Plan 1 is required for Exchange access. The 365 business plan includes Exchange Online Plan 1 however the licenses are assigned separately in AAD or OAC.
