Is this an Azure AD P1 license or? It shouldn't affect Exchange functionality, but it will not be the first time Microsoft has messed up things with license removal. Have you tried removing the license via PowerShell or the Azure AD blade?

This is an Exchange Online Plan 1 license. I will try to remove with Powershell and post an update.
- vmjb82Aug 14, 2021Copper ContributorThe P1 license for Exchange Online Plan 1 is required for Exchange access. The 365 business plan includes Exchange Online Plan 1 however the licenses are assigned separately in AAD or OAC.

Remove the Business Standard license and leave the P1 license.
Wait 10 minutes.
Add the Business Standard back and remove the P1 license at the same time.
