use drop down to sort

How do I have a drop-down from 50 states to assign them to one of two language choices (English or Spanish)?  That result needs to be later input to a choice of a trainer which should then populate a hourly rate.  Is this best done by a function or a different command?  

For example, I’m in New Mexico and need an English trainer.  The field shows me I have a choice of Rob or Karen at either $60 p/h or $65 p/h.
