Windows 11 won't activate following BIOS upgrade and reinstall (0xC004F213)

I upgraded my bios and did a full reinstall of Windows 11 on my PC.

Everything went well, but I get the following error: 0xC004F213


When I follow the instruction to reactivate after a "hardware change", I just can't get my PC to be activated. In my Microsoft account, I do still see my PC which I can't activate anymore.

Is there anything I could do to fix this or I need to call the Microsoft support directly?

    This doesn't explain how I lost a license by only updating my BIOS and doing a repartition/format of my main NVMe drive. I did nothing else.

    My PC is still seen in my account (in my devices section). So, I'm a bit confounded. What am I supposed to do next?  I remember having updated my PC before and having to (re)activate, but every time it happened before, it worked.  Not this time.

  • Error 0xC004F213 means Windows cannot find a product key or digital license for the installed edition. First open Settings > System > Activation and confirm the reinstalled edition exactly matches the previous license, especially Home versus Pro. An edition mismatch will not activate from the existing digital entitlement. Next sign in with the Microsoft account linked to the license, select Troubleshoot, choose “I changed hardware on this device recently,” select the old device entry, and activate it. Seeing the PC in your account does not prove the Windows license was linked before reinstalling. If the troubleshooter fails, use Change product key only with a valid retail key. For an OEM license, contact the computer manufacturer if the firmware key is no longer detected after the BIOS work. Otherwise contact Microsoft activation support with the error, edition, purchase evidence, and device name; avoid buying another license until they verify entitlement

      I reinstalled the exact same version of Windows (Windows Pro). In fact, I had to reinstall it to fix a "UEFI" problem that would block Windows update altogether to work.

      So... To fix that problem (no hardware change), this is what I did:

      0. Windows update would be "blocked". Sadly I can't remember which exact package was blocked, but the root cause from my investigation was an MBR/UEFI related issue. Windows would not find the MBR or something like that. I knew I had an issue earlier, because the way I swapped/changed partition a while ago. This was a "latent issue".
      1. Updated my BIOS to the latest version.
      2. D/L the official Microsoft to tool to have a USB stick ready to do a fresh windows install.
      3. Rebooted my PC from the USB stick and I removed _all_ partitions from my boot NVMe drive do do a fresh/clean install: I didn't want to do a repair.
      4. Everything went well.
      5. Windows Update works as it should.
      6. Windows won't activate even if it was activated on the exact same hardware before. Only changes: BIOS upgrade and full/clean (fresh) reinstall.

      In my Windows account, I do still see my device, but it won't activate.

      I wonder what should I have done differently to not have my PC deactivated?  I've been using a legit Windows license for ages now and it's the first time, I don't know how to restore/fix this license issue.
