When startup fails, run manage-bde -off C: in the recovery environment Command Prompt to turn off BitLocker and restore the system reset functionality.

That addresses one area. However, as mentioned, even when I did eventually do so, I was prevented from resetting because it stated there wasn't enough room on the drive to install windows. Therefore, still preventing me, a cycle that shouldn't even exist if in that situation. Again, I figured out a workaround, and eventually reset it. Nothing I want to deal with again any time soon. A reminder of one of the many reasons I have chosen Apple's much more reliable Products for many years as a better alternative. Thanks for the feedback, and thoughtfully intelligent reply.
