Welcome to the club. I've tried all the things you listed and then some. I had AI try troubleshoot it as well. I think there were some recent KB updates that basically make it impossible to disable now, or maybe there are some new procedures required that haven't been made public yet. As of now, I think it's basically impossible with publicly available info.
One thing you can try, which you did not mention, is the Microsoft Device Guard and Credential Guard hardware readiness tool. Some people have reported some success with that when all else has failed. Didn't work for me, unfortunately
