Error "The operating system is not presently configured to run this application"

I recently transitioned to a new computer with a silicon M4 chip. I've been running Office Pro 2019 32 bit under windows 10 (64 bit). The silicon M4 chip required me to upgrade to Windows 11, so I did that and checked to insure it indeed was the 64 bit version of Windows 11.

I purchased Office Pro 2019 and Project Pro 2019 from an authorized reseller back in 2018. The delivery was via two image files that contain the setup files for both 32 bit and 64 bit. This is what I've done with some guidance from copilot.

  1. I used the image file to load 64 bit versions of Office and Project on Windows 11. The install went without a hitch and I got a message saying the apps were installed, go ahead and use them. However when I attempted to start an app (Excel), I got a spinny disk and then nothing. Then I tried Word. Same thing except it at least produced the message "the operating system is not presently configured to run this application". Say what?
  2. Copilot suggested I try a repair which I did. What that did was to replace my pro version of Office with a Home and Office version I apparently bought from Microsoft back in 2018 but never installed.. That doesn't work for me, so I uninstalled the Home and Office and restarted.
  3. Then I tried installing the 32 bit versions of Office Pro and Project Pro under Windows 11. That worked and I even activated it, but I'd really like to take advantage of the 64 bit versions. so I uninstalled the 32 bit versions.
  4. To test the validity of my image disk, I installed the 64 bit versions of Office and Project on my PC running Windows 10. That worked fine so I know the image disk is okay.
  5. I uninstalled Office and Project from my Windows 10 machine and I re-installed the 64 bit versions of Office and Project on Windows 11. Again, the install completed without issue and the installer said I was "good-to-go", but all I get when I try to start an app is the spinny disk and then nothing. Some apps display the error message about "not presently configured" but some don't.

At this point I'm at a loss as to how I can get Windows 11 "configured" to actually run my apps. Here is some more relevant info.

  1. Apps that are started, (spinny disk and then nothing), do not show in Task Manager as active or background processes
  2. When I run an app as administrator I get a pop up asking if I want this app to make changes to my device. I hit "yes", then spinny disk and nothing.
  3. As per copilot suggestion, there are no compatibility issues in the apps properties.
  4. The .EXE for each app is located in: C:\Program Files\Microsoft Office\root\Office 16.
  5. Oh yeah, a restart after installing the apps makes no difference

Please help.

    Just for fun I thought I'd try opening an Office app today and see what happens. Lo and behold, both Office 2019 and Project 2019 opened and asked me for my keys. I entered those and both apps activated so I'm up and running.

    The first thing I thought I would have to do is to update since both apps were the original from the image disk back in 2018. Again, lo and behold, both apps showed as being fully up to date, so. . . I wonder if the whole "not configured to run" was somehow related to updates. Who knows. Anyway, I'm all set, problem solved.
