Compatibility issues with apps using some non-ASCII characters in their registry keys

In Oct 2021, Win11 21H2 client release Microsoft announced a known issue:

Now I am going through the Known issues articles in docs.microsoft.com and can't find any signs of that issues - no follow up, no updates, can't even see original issue!

I am currently experiencing that issue with an application and my PC User name contains non-ASCII character. So I was wondering - if that's because of this issue? Is there a workaround? Where can I find official response?
