User With Full Control Permissions Can't see Cog/Settings?

Hi all,

I have a user added to a subsite with Full Control permissions for that site but they can't see the cog/settings icon on the page (see below)? The user is an external user to the organisation. Any internal users to the organisation with the same permissions can see the cog/settings icon? Has anyone else come across this before?

    Could be a browser issue? Firefox perhaps?

    Could also be the user has multiple accounts and is logged into the wrong one?

      Hi Andrew,

      I have tried in Firefox, Edge and Chrome and all the same, the cog/settings will not appear for me? I am using a test account from another tenant that is in the Owners group at the subsite level and at the root level is in the Visitors group so they can see the homepage/top level site and the menu/navigation structure. There is no inheritance from the root/top level site to the subsite though.
