User With Full Control Permissions Can't see Cog/Settings?

Could be a browser issue? Firefox perhaps?

Hi Andrew,
I have tried in Firefox, Edge and Chrome and all the same, the cog/settings will not appear for me? I am using a test account from another tenant that is in the Owners group at the subsite level and at the root level is in the Visitors group so they can see the homepage/top level site and the menu/navigation structure. There is no inheritance from the root/top level site to the subsite though.
