It's reassuring to hear that SharePoint can handle my use-case.
Do you know of a good way to measure a given List or site's workload? I've been pouring through MS documentation on throttling, limits and more to figure out how I can track and measure this during our pilot later this month.

SharePoint will be able to handle your load as long as you are using out of the box lists/libraries. Using SP list as backend for a PowerApps is different scenario.
Check out site analytics to measure sites usage data. It is available from the cog (gear) option in top right corner -> Site usage.
