Updates for site creation settings (MC427171) clarification

This message (text below) is a bit confusing. According to the description/text of the existing checkbox in the admin center, it should control visibility of BOTH the "Create site" button on the SharePoint start page AND the "Create shared library" link under Quick Access in OneDrive. In our tenant, we have that box NOT checked. As expected, the "Create site" button is not available in SharePoint start, but "Create shared library" IS available in OneDrive. 

 

After this change occurs, the new (top level) box allegedly WILL be checked, but the existing box (now a "sub-box") will remain unchecked. What's unclear is the actual impact of having that top level box checked. Will "users" (as in non-administrators) be able to create sites using Powershell or the REST API? I'm assuming they won't because it's not possible to run the cmdlets that would create a site without first connecting to PnP or SPO service as an admin. But, the wording of the new options and Microsoft's description of the change don't seem very definitive.

With this update you will have more control over whether users can create sites in your organization. We are introducing an additional layer of control that will provide more granular decisions over what mechanisms sites can be created from by users.

When this will happen:

Targeted Release: This will begin rolling out in early September.

Standard: will begin rolling out in late-September and complete in early October.

How this will affect your organization:

When configuring the site creation settings, you will have a new option to control creation of sites in addition to the current option of showing the option to create sites. This appears in the site creation settings panel within the SharePoint admin center.

The current default option is ON by default, this will have both checkboxes checked as shown in the above image.

If you have customized your settings to disable site creation in your tenant, the nested checkbox will be unchecked while the top level will remain enabled.

What you need to do to prepare:

You do not need to do anything to prepare. Your changes to any other options in the Site creation panel wonโ€™t be affected.

  • OK, this change has now shown up in our production tenant and I'm very confused by the behavior. It seems that some people are still able to create a new "shared library", but others cannot. Those that can don't appear to have any special role or permissions that those who can't lack.

      Chad_V_Kealey  same here in our tenant for today. And much more mysterious:  We can't even find the Item MC427171 in the Message Center. ๐Ÿ˜ž

       

      So no clue about the rollout status for this update... ๐Ÿ˜ž
