Unable to Download a folder or multiple files from Modern Document Library UI
We have users start reporting that they couldn't download a folder or multiple files from the modern Doc Lib UI this morning. This Issue occurs in both IE/Edge and Chrome. When users click the "Download" button on the command bar, SP just does nothing.
Does anyone experience this issue?

I experienced a similar behavior.
If a user selects all the folders in the root of a document library and selects "Download" from the modern library UI, the downloaded zip file only includes those folders with files in it. Empty folders are not downloaded at all.
To be honest, currently I have no opinion whether I should like or dislike this behavior...
