Teams always creates the channel folder in the default Doc Lib on the SPO site. Creating a folder in the SPO site won't create a Teams channel.
You can use the Document Library tab in a Teams channel to add an arbitrary library as a tab.
You shouldn't need to migrate any content unless you specifically want content to appear in the "Files" tab rather than setting up your own tabs.As for data recovery, items are kept in the site recycle bin for 93 days upon deletion from SPO/Teams or you can investigate 3rd parties for their various offerings.
