SharePoint Sharing - Allow Users with Read Permission Level to Share?

On our companywide communication sites, we have a small number of Owners/Members that author content and we are using "Everyone except external users" to grant everyone in the org Visitor/Read access. We have changed the default sharing link on these sites to "People with existing access" and "Can view." So, when a user selects the Share option, they should be able to enter the person(s) name and select the Invite button without generating an Access Request. This is not case. We are still getting Access Requests when a user attempts to share with another user that has "existing access." 

 

What am I missing? 

 

I know you can control Site sharing settings by selecting Settings > Site Permissions > Change how members can share. Could this be causing the issue? There is no option to allow Visitors to share.

    KatherineS-Q I don't think you will find any Microsoft official documentation explaining similarities/differences between "Copy link" and "Share" features.

     

    If you think this is a bug, I will suggest you to raise a support ticket with Microsoft directly and report this behavior: Get M365 Support - Online Support

    I don't think users with "Read" permissions can share the site with others without "Access requests".

      In this scenario, the user is sharing content (e.g., file, page, etc.) with someone that has existing access, so they are not sharing with someone that does not already have access. 

       

      It seems like allowing the end users of your employee intranet to share content with each other using the Share option should be allowed, especially if they are using the "Users with existing access" sharing link and "View only." 

       

      Are they expected to select "Copy link" and then chat/email the link to the person(s) they want to share with?
