SharePoint Online checks out only when uploading new version

I have a modern document library with metadata coming from the files.  These load and do not check out when they are new files to the library.  When we upload new versions of existing files, they always check out.  The only required field is "Name" and I cannot change it to not be required as it is a default column.  The remaining metadata is optional.  Since the document is checked out.  The Microsoft Flows associated with this library do not run on check in.  The flow is set to start when the file is modified.  This is a problem as we have modifications made to files as part of our flow process and need to be able to upload a new version.  What can I do to get the flow to stop checking out, or get the flow to run upon check in?
