Treat this as a SharePoint Online List Web Part defect and open a Microsoft 365 support case with a HAR trace showing the stale RenderListDataAsStream response. There is no documented setting to disable caching for the modern List Web Part, and disabling offline access does not control its rendered query results; as a temporary workaround, use a daily Power Automate flow to update a static Yes/No “Upcoming” column and filter the web part on that column instead of [Today]. An administrator can also run the Site and Page Performance diagnostic, although it checks page performance rather than correcting stale filtering.
