Hello, When files are deleted from the recycle bin, they end up in a second-stage recycle bin. Only the admin then has access to this. There are no separate authorizations for the recycle bin. The permissions are assigned at item level or library level. You could therefore try downgrading the permissions of the document library. Change this from Edit to Contribute. The user can then still create, edit and delete documents.
