Not sure to understand what you want to achieve...
Anyway, a Flow gives you a lot of possibilities: IMHO it is the most flexible tool you can use OOTB.
I try to explain better
If I ve on my Group 25 people and today I would like to ask to member A to give me a feedback about the new version of the file, and tomorrow I need to ask it to another member of the Group I have to setup 2 flow. Is it right?

If you want, you can trigger a Flow when a condition is satisfied.
Which is the condition for alerting a member and not the others?

Then I am afraid that you cannot automate the workflow...
If you cannot specify a condition beforehand, you cannot choose automatically a specific user to notify.
So your only possibility appears to notify all users and let each of them choose to answer or not.

I think you're looking for Flow's basic approval workflow. Open up Flow, look for template Flows, and find one for SharePoint approvals. I think the template is built for a List trigger, but you'll be able to change it to a Document Library.
