A Microsoft Team with private channels would be a simple way to manage this. All users - owners and members - have access to the entire Team. However, Private Channels can be created, that only give access to nominated members.
Creating a new library is the other way. Then you will need to break inheritance, remove Site Owners, members etc and Grant permissions to who you want to have access. Site Admins will always have access.
