Prevent Uploading Password Protected Files to SharePoint
Is there a way to prevent uploading password protected files to SharePoint and OneDrive.
The “protected” documents are making it very difficult for users to review and edit.

As Juan Carlos replied there is no way to prevent uploading password protected files.
Locating already uploaded password protected files is also troublesome. You probably need to parse each file and check the files' signature.Paul | SLIM Applications
