Multiple Site Pages libraries to have different permissions when creating modern site pages
Use seperate communication sites, as these will be tagged (the blue highlighted):
This is best practice and easier for the users to understand.

Thanks for the reply @Nicolasekheirallah ,, yes i know i can do it inside different sites, but my question if i can do it inside different libraries under the same site, as i mentioned in my previous reply ,, each department have around 20-30 articles only ..thanks.. maybe in the future we will migrate those to separate sites, but for now i prefer to do them inside the same site.

No, content types in Pages don't work in that way as you've seen

Second question, in your original reply, you mentioned "as these will be tagged (the blue highlighted):" .. so what do you exactly mean by this?

Yes, this is best practice, you see the blue highlighted text? That is the source of the news, so if you post in HR site it will say HR site there as it's aggregated to the news webpart
